I haven't stayed there and reviews on www.tripadvisor.com (search villas flamenco beach) are mixed.
I talked to locals who had stayed there and they loved it.
This is the only place "on the beach"

I recently visited and stayed in downtown Dewey at www.posada.com. Check my recent posting for details of my trip.

Good luck & enjoy Culebra--I did and will go back.
