Bill as of 11 AM was 400 miles NE of San Juan and there where scattered showers and high winds as well as rough seas. There is an advisory warning for small boats and swimmers to be careful going in the waters or to not go in at all.
It is probably the same weather conditions as well as sea conditions for Culebra.
