I agree with Sunnybabe; never should have been built but I just read there are over 60 more building requests pending approval on Culebra.
I stayed at Costa Bonita last year, a friend owns a unit there, and enjoyed the fact that it was nearly empty. We just needed a quiet place to sleep, not a resort. Unfortunately, water supply is a problem and we showered sparingly whenever the water came on. We washed dishes and flushed toilets with water collected from an outside faucet.
The entertainment/restaurant area was empty most of the time and when we wanted to shoot pool, we were told there were no cue sticks. So we spent most of our time out visiting the beaches and dining at the restaurants in town.
The beaches are beautiful but the trash is everywhere. At one beach, a large group arrived by boat and jeep, partied then left all their garbage when they split.
We have a long way to go in caring for our resources.
