Someone you can also call is Luis Francisco Ojeda from the radio station WKAQ 580 AM, 787-758-5800. I hear the him on radio station all the time and he has helped many. He is also pro- environment and I'm sure he will be curious as to how these cruises obtained their permits and that no one is supervising their activities.
