Dana, thanks for the vote of confidence but please note that this forum is FULL of people who do a lot better job than I do at answering questions pertaining to so many things Culebra! I'm sort of the side show to the main event, answering if I can (or if I get around to it) but I don't have nearly the patience of the wonderful info gatherers and distributors that do the hard work!
The cheapest way I know to stay here is to camp and it's beautiful. The holidays increase the number of people there, but you can't beat it for the price, along with the kiosko food you'll find there - great prices, great food.
There is a local bank here, BancoPopular. I'm sure they'd be happy to help you out if they can; super nice people. I don't have any idea how it works with temporary visitors, so maybe you should just call them and ask before arriving? There is only one bank here, so finding the number should be simple.
Lots of people come to Culebra to take a life time out...it can be a good thing if you remember why you're here ;) Good luck!
