You should have no problem. We took the 9am ferry last Sunday morning, and there were only 50-100 people on the ferry. It is a very slow time right now. I would get there by 8:15 or so to buy tickets. Boarding should start around 8:30. You should be docking on Culebra by 10:15 or 10:30.
