It's my opinion that it's not worth the effort and cost to snorkel at the smaller islands.

I've snorkeled at Culebrita and a couple small uninhabited islands (my friend had a catamaran), and the snorkeling is FAR better at Carlos Rosario and Tamarindo, both of which are easily accessible by a short hike from the Flamenco parking lot. And both have a "remote" feel to them.

I've never really understood the urge to go to Culebrita or Luis Pena when there are better beaches and snorkeling spots on Culebra.
