Hola! I think the problem with the law is that when the PR Senate enacted it back in 2004, it was wonderful in theory and they were imitating similar fishing laws and regulations as in the US. The PR Senate also looked at this law from a money making perspective. Chris from Alaska pays a fortune for his fishing license, here in GA it's $9 resident/ $24 non-resident for a year. They were already getting $ from commercial fishermen now they were thinking of extra monies they could get from a recreational standpoint. For a fishing license under the law # 6768 of the Department of Natural and Environmental Resources of PR you have to pay $35-50 depending if you are a US citizen or foreign/year and PR residents pay $0-20/year. Lovely isn't it, they even included a part for penalties and confiscation of equipment if you are found in violation of the law. But, where would you purchase this license??? Here in GA you can do so online or at Walmart. They'd laugh at you if you were to go to the Walmart at Fajardo to ask for such a thing and look at you quite funny if you were to show up at Culebra City Hall with such a request.

Now, don't dismiss this law entirely. In regards to crustaceans, it is very serious and strictly enforced. There are certain months of the year you can't fish crabs, conch or other shellfish to allow these to reproduce. They call it "La Veda", the closed season. If they catch you, you pay a fine or even go to jail and there is no where in the law about jail time but they will haul you off... It also says that it is prohibited to fish in the Luis Pena Channel Marine Natural Reserve. I would not fish there just because it is delicate as they are trying to reproduce coral in this area and we wouldn't want to compromise Luis Pena any more than it is.

The law is worth taking a look at and it was made with good intentions, just like many things on the island... Go ahead and fish at Culebra or any part of the island, tranquilo, LOL!!!!
