Unfortunately whether a law is enforced or not depends on the mood of the enforcing body. The fact that the law exists is waht matters. A lot of laws are not enforced in Culebra and people generally do not overstep that freedom. I think this is part of the reason Culebra is such a special place - you do not need (much) enforcement.
