Hola! This has become another of my info quests (because I do occasionally fish on the island) , so here goes. Again I called the PR Tourism Co. and they were not aware of the Feb. 2004 law. They directed me to PR Angling who told me to call the PR Fishing Association who have not arrived for work (It's almost noon), who told me to call the Tourism office of Culebra.
Mr. Prieto of Culture and Arts (City Hall Culebra) spoke personally with Lieutenant Marco Villanueva of the Deapartment of Natural Resources of Culebra who informed him that in spite of the existence of that law, it is not enforced in Culebra and that you are free to fish anywhere except the properties of the Refuge without a license.
