D's right about transport, lodging and local vehicle - lock those down in that order and well in advance (course some won't take the jeep reservation until the arrival is confirmed and sometimes the airline doesn't take your call. keep trying). you'll be fine on 12/31 for stores, but 1/1 and 1/2 can be dicey esp. at restaurants (most stores ok), either eat early or plan on cooking. but then trying to eat out after 10 is a big gamble on any given day.
I've posted this before, but New Year's on Culebra beats NY in NYC in my book (not that that's not cool too)
