I've been to Culebra several times over the holidays, and while the hotels and campgrounds are full, it isn't nearly as 'spring breakish' as Santa Semana. To optimize your stay, reserve your vehicle, flight or ferry, room, etc., early. You won't have as great a selection of dishes at the restaurants if you dine late. There is usually an abundance of live music at the bars, and as an Alaskan, ya gotta love the spiral wrap Christmas lights on the palm trees!
Double check the fishing license requirement - hate to see you get busted and ruin your good time. Culebra has several "flats" areas with serious bonefishing. There are several guides you can hire - see http://www.islaculebra.com/puerto-rico/fishing.html . I only know Chris Goldmark, and he's got a great rep.
