We've been coming to Culebra for 5 years now. I don't think there is a less touristy place in the entire Caribbean. And Culebra has the better beaches by far.
That said, Culebra isn't for everyone and your inquiry about available tours suggests that you may be looking for a touristy place. (tours are for tourists...)
Not that there's anything wrong with that. It's really a matter of preference. Culebra does have activities and boat trips, etc available. You can stop by Barbra Rosa's and ask for her husband. He'll deliver kayaks to a predetermined location. There is a glass bottomed boat and folks that will run you out to the various smaller islands or set you up for snorkeling. Just ask Jerry (Jerry's Jeeps) when you arrive and he'll get you oriented.
Culebra and Vieques both have lots to do, but Culebra definitely feels less touristy, it's quieter and more of a self-motivator kind of vacation. It's safer and, I think, more friendly.
Of course, there are still lots of people that prefer Vieques which to me feels just like the main island.
