ferry or plane?

My boyfriend and I are travelling to Culebra in the beginning of May and we are trying to determine the best and safest way to get there. I understand there is a passenger ferry that goes back an forth, do you know how long this ferry takes to get to Culebra? Do the flights only leave from San Juan airport? Can we take a water taxi to Culebra? If so, how much is it?
