Hola! We were at Culebra after the July 4 weekend and it was great. Very few people at the beach considering it was high season for the locals. Only a handful of people at Carlos Rosario. There are probably more people on the weekends though. Might not be too bad since school on the island usually starts the first week of August and everyone's stopped vacationing. Go for it!
