Taxi or flight?

My boyfriend and I arrive at 2:30 p.m. on March 18th. We're trying to decide if we should fly to Culebra, or take a taxi to Fajardo and ferry it from there. What are the chances that we'll make the ferry? We're hoping to save some $$. If driving is an option, should we plan on hiring a driver in advance? (Also, if anyone else arrives on the same day, and is interested in sharing a taxi, let me know!) Any advice from those who done this before?? Thanks so much!
