Can someone share experience as to how to mail stuff to myself general delivery c/o culebra post office prior to departure for vacation, arrival time of package, and the post office phone number?

Just put your name, c/o General Delivery, Culebra, PR 00775. Sorry I don't know the phone number.

We mail our stuff priority mail, insured 3-5 days before we arrive. We have found that items not shipped priority, insured tend to take much too long. Put your cell phone number on the outside of the package, so that Howard can locate you if you can't locate him.
