What is the best way to get there from Culebra and how much should I expect to pay? Thanks for any help you can give me.

The best (the only viable really) way to Culebrita is by water taxi. I have been there once with Captain Pat and once with Captain Luis; they were very different experiences, but I would go with either one again.
I believe the going rate from Culebra (a year ago) was in the $40-65/person range (you may pay more for a faster ride, since big motors are thirstier). The trip is well worth it.

do you actually get 3 hours on culebrita or does that 3 hours include the boat road there and back? We like to snorkel the baths and hike to the light house and want to make sure there is enough time.

There is no such thing as a bad vacation. Some are just better than others.

My best time there came from meeting someone that sailed my girlfriend and I there at no cost. i wouldn't have gone there otherwise since i really couldn't have afforded it. but we were able to sail there and relax. my girlfriend learned to sail on the way back. we made friends and had a good trip sailing around culebra. one of my best memories from being there. maybe we just got lucky....
