Culebra to Vieques via ferry

I know this has been brought up before, but I am still confused.
According to a new issue of Que Pasa, there is a ferry from Vieques to Culebra (and back) but only on Wednesdays. From what I read elsewhere, there is no longer a ferry between the 2 islands.
Anyone locals have the accurate information on this ferry?
