Since we will be arriving by sailboat, it is hard to schedule a dive trip in advance. If we can't arrange one when we get there, is there someplace we can just rent the dive equipment?

You should be able to arrange on the fly, unless you are going in July - the whole month is a high season. You can rent gear at Culebra Divers right at the ferry dock. If you just need tanks, you can get them from Culebra Divers or the Mini Mas (hardware store) near the Gulf station.
