Turtles/ English vs. Spanish issues

Hi there. My husband and I are planning on visiting Culebra April 29-May 2. I've read lots of things on websites about volunteering with the Department of Natural Resources to watch for nesting turtles. Has anyone done this and could anyone give me some good contact info? I called the Department of Natural Resources and followed the recordings for English speakers (I speak a little spanish with my students in Colorado, but am really not confident on the phone), but when the Operator answered he said there was no one there who spoke English. I was really surprised by this because I assumed a government agency would have someone around who spoke English. Have I made a huge faux pas in asking to speak with someone who speaks English? Is there a different organization I should contact about the turtles that is more friendly to tourists? I appreciate any help anyone can give me on this.
