Could someone tell me if the popular dive sites have moorings for boats or if most of these sites are availible as shore dives.

There are mooring balls at Punta Soldado and Carlos Rosario and on the southern side of Luis Pena. Punta Soldado can be dived from shore. Carlos Rosario is too far of a walk with equipment. Luis Pena is an outer, separate island. It may be possible to do a shore dive at Melones as well, although I've not tried it, and don't know what the reef is like there. It's an easy drive-up, gear-up location though. Can't think of any others.

The best places to dive are on the way to Culebrita, you'll need a boat to get there and there are no moorings.
