I believe that depends on weather and experience, so generally it might be difficult, and dangerous. In our case water was pretty calm, and we had previous whitewater experience. From the town it took us from 1 to 1.5 hour to get to Luis Pena east side, and we went slowly, so we spent most of the time snorkeling. You can also check other posts on this forum for recommendations on kayaking. We rented kayak from Culebra Water Toys, and their equipment and service is great. If renting a kayak from Tamarindo, a trip should be quite short - just to cross the channel.
While normally it is an easy trip, everyone needs to be very carefull, check weather, ask local people.
