One day in Culebra...help!

hello!
so my dad and i will be spending one day in culebra as part of our four-day trip to puerto rico. we're staying in isla verde/san juan.
is there any way to get directly from san juan to culebra/flamenco without flying? we're trying to keep this on a reasonable budget.
and when we arrive in culebra, what's the best way to get to the flamenco beach? car, taxi, what? i know i'm probably trying to squeeze too much into one day, but i'd also like to go scuba diving.

please offer any suggestions!

Bryan,
I would rent a car from the airport(San Juan) and Drive to Fajardo and catch the Ferry for 2.50 PP. Parking should cost you 5.00 a day. I would check on the internet for Rental car deals.

One day... forget about SCUBA, There is a Vessel that will go from San Juan to Culebra, I do not know if it is on service yet. It is on Pier 2, and the name is ATHENA. In CUlebra everything takes time, if you go in a rush you may have a hart attack.
There are small boat rentals ar Casa Ensenada, still you will not enjoy in a rush.

HI Bryan!

When you get to Culebra are taxi on the Fery Terminal, so you can cath one. BUT if you want see around other beaches you need a car. We have special rate for same day rental. You can contact me and I can give information about taxi phene numbers and price.

If you are renting a car, drive to Fajardo and take the Ferry is $4 round trip.
Once in Culebra, take a Publico (a public Van) for $1 or $2 they would take
you to Flamenco Beach. Also ask the driver to pick you up from the beach
at a designated time. Bring with you water, drinks and something to eat.
You would also need a suncream and a towel. If you have time to eat,
go to El Caobo. Good food and cheap (Tina). You would love Culebra.
