Ferry to culebra

I realize questions about the ferry service are becoming a little redundant but just to be sure:

1)I you do NOT have a vehicle do you have to make a reservation?
2)What is the best way from San Juan airport to Fajardo? I have about 4.5 hours to get there in time for the 4:30 ferry..
