We are also very active and had orignally planned to walk, take cabs or rent bikes.
You can do without a car, but it is a little challenging. We were also there at Christmastime, so it was "busy" (in culebra terms) and cabs were scarce. If you call one they do not necessarily come. However, you can usually walk down the beach to the campground and there are some there (they function more like buses, so go before you are starving because you may have to wait!). Also, in a pinch, we hitched into town with some people also staying at the villas and everyone we met was great!
I would not recommend walking back after dinner. It takes about an hour, and the dirt road portion is VERY dark- oncoming cars may not see you. However, it is much easier to get a cab in town than it is to get one on the beach.
We did enjoy exploring the island in the car-- it is bigger than you think and driving around it is pretty cool.
One more tip-- they charge $5 a day to rent beach chairs. Suck it up and pay! We took the cheapskate route and I ended up RIDDLED with bites from the no see ums on the beach. Be sure to bring bug spray!
