Hello ... My name is Jose Guzman, I live here ( P.R.) I do not think there is an online service for ferries schedules.
But... They always depart from Fajardo close to 0900/0930 to either Culebra or Vieques.
There was a ferry service between both islands only on weeks days...
however, the main purpose of this service was to transport workers from Vieques to Culebra and back. It arrived in Culebra close to 0830, and departed back close to 1600. I do not know if this service is still going, since the main construction is over.
When you get to Fajardo, you may check better, and if going to get in the ferry to either island, be sure to be at the ferry facilities close to 0730.
There is other service close to 1330, to Culebra, I do not remember if for Vieques is the same at that time.
