i was told carlos rosario, punta tamarinda grande and flamenco beach has the best reefs? any opinions? which is better, scooter or car rental from the ferry?

where is the best reef to snorkel? is it easy to get from carlosrosario to flamenco beach?how about the reef at punta tamarinda grande?
