Zoni Road Closed

We had friends that just got back from Culebra and we head there in February. They said the road to Zoni was gated at the top of the hill making a very long walk to the typical Zoni parking area.

Can anyone confirm or deny this? If it is closed, does anyone know if it will be reopened?
