Can I get away with camping outside the campground?

I'll be there during Holy Week where I'm told it's really crowded. Is there any part of the island that's empty enough that I could get away with camping?

It's against the law. That said I saw someone pitch a tent on Tamarindo when I was anchored there overnight and no one bothered them. I would not risk the hassle for more than one night. The signs that it's illegal are right there!
