Geronimo is right, it does really depend on the wind. Makes all the difference in the world. A short trip to the leeward side of the island can give you much better snorkeling, for adults and children. The bigger waves on the winward side make for better boogie board and body surfing and cooler breezes.

We were there in Feb of 2011 and are going back March 2012. We had a 9 and 10 year old with us. Snorkeling was very good and Melones, Tamarindo, and also on the southwest side of Culebrita. The waters were calm at these locations while north and northeast facing shores were choppy. At Tamarindo, the kids all got to see and swim with green sea turtles and southern stingrays, having no problems swimming several hundred yards from the shore. I would be a good idea to have the little one where a neoprene shorty. It may not help with diving down, but the extra floatation will give a boost to confidence and safety, as well as help with thermal protection and rare but possible jellyfish stings. Another thing we didn't do the first day, but should have done, was to have the kids wear full length sleeved sunshirts. It can be nearly impossible to keep the sunblock on young kids. We picked up 2 at the dive shop by the ferry dock. They even come with the "Culebra" logo. Anything you can buy on the island, do. It will be very, very appreciated. Plus it will give you good memories to take home with you.

If you don't mind a short trail walk, Carlos Rosario is wonderful, when the wind is right. Anytime you hike away from your cooler, take lots of cold water. We would freeze half of our water containers the night before. They will thaw and you can add your unfrozen water for a cool refreshing drink.
