Charter to the Biobay

We'll be there Saturday with a group of 7 (can't wait!) and we're trying to find a way to make it to the Biobay as a surprise birthday present to a member of the group. I know there are no ferrys/flights direct from Culebra.

Do you know if there are any boats available for charter? We're hoping that with 7 of us we can pool together enough $$$ to make it worth someone's time... but I have know idea if that's a real possibility. Does anyone know? Does Mosquito bay require some sort of permit to visit commercially? I'm not sure how that works.

Thanks - I know this question has been asked before, but I also know things are ever-changing so I wanted to make sure to get a real-time answer.

We had a not-so-great experience at Bahia Fosforescente. After that in Culebra, wanted to try getting to Vieques for the biobay at Bahia Mosquito. Nobody goes there from Culebra, that I found. Sorry, but from what I have read, the best option is to spend the night on Vieques, since coming back would be very late unless chartering from Fajardo. Culebra to Vieques is just not done, for whatever reason!

need to hire a boat and captain to go from Culebra to the Vieques bio-bay Dec 24 during the new moon any available in Culebra or Fajardo group of 4 adults

As mentioned above, there isn't anyone doing a boat trip from Culebra to Vieques-too expensive (gas/time).
