Hola! There is a way to go from the Airport in San Juan to Fajardo on public transportation. Other visitors to the island have done it this way, search the FORUM for info on how they did:
http://www.islaculebra.com/forvm/read.php?f=1&i=14966&t=14966
I would also call the Puerto Rico Tourism company so they can tell you and update you on the buses and route to take, 1-800-866-7827, http://www.gotopuertorico.com/. The setback about going this way is that it will take time, maybe a lot depending on many factors. Buses can be slow, not on time or not functioning when they should be. If your luggage is many, big or bulky, it may not fit into the smaller buses or vans or you may be charged an additional fee. Do your research and find out if it's worth the trouble. On the other hand, it's a great adventure to be able to meet the locals, get fluent in the language, eat local food and see some sites and parts of the island you would otherwise have missed. Do your homework before you leave. There are other ways to get from San Juan to Fajardo economically, share a ride, rent a car, hire a driver, ask a friend on the island to take you (if you have any). Happy travels! J
