Hola! Congrats! Not too long ago, the same question was asked. Search this FORUM for any info you might need. Here is the info I found out for him:
http://www.islaculebra.com/forvm/read.php?f=1&i=16887&t=16887

Hola! Check these editions of the local Culebra newspaper, The Culebra Calendar:

http://www.culebraonline.com/Mayo%202009/pages/page_26.html

All these lucky people were married in Culebra right on the beach a couple of months ago. See if you can contact any of them, you should at least contact Taz. He owns Aquatic Adventures Dive Service right in Culebra and just got married in May 2009, lucky guy, LOL!!!! Felicidades!
You can also find out from the articles what beaches they got married on, where the reception was, etc. You do have to have blood work and paperwork so you can get your marriage certificate afterwords. Don't leave things for the last minute as you may have to take care of some things on the mainland before arriving to Culebra. Plan ahead. How exiting, Felicidades!
It's been 18 years since I got married on the island and things have changed a bit. I found this application in the Registro Demografico of Puerto Rico where you have to fill out a Marriage Certificate Application (scroll to the end where it says in English, Marriage Certificate Application):

http://www.salud.gov.pr/PROGRAMAS/REGISTRODEMOGRAFICO/Pages/RequisitosparasolicituddeMatrimonio.aspx:

Also look at this info about getting married in Puerto Rico:

http://welcome.topuertorico.org/tinfo.shtml

scroll down to where it says Vital Records and to Marriage License Information. You want to make sure after you have the ceremony, to have the actual marriage certificate.
Happy travels! J

Having family on the island makes it easier. They can get you the necessary paperwork and put you in direct contact with the persons you may have to talk to to finalize any details. I too got married on the island and all our family was in Puerto Rico. My Mami made all the necessary preparations, etc. and the wedding turned out great. Get the information you need and do everything in a timely manner. Sometimes, everyone is on "island time" and you may get impatient trying to get necessary documents in order for your ceremony. Good luck! Happy travels! J
