I have a house on Culebra and love to go naked on the island. To answer the question of legality. It is illegal to go nude on the island. Now take that into consideration that there are about 21 square miles of land and I think there are maybe 2 police cruisers on the island. Needless to say it is not very enforced as long as you are smart about what you are doing. Definitely keep all your threads on around Flamenco beach. This is an all around main stream family beach. If you are locked into only being at Flamenco beach, go to Carlos Rosario Beach where the entrance is on the other side of the Flamenco Beach parking lot. It is a bit of an easy hike to get there. Once there, go to the furthest end of the beach left of the path.
Zoni beach is where I usually go to get naked. This beach only accessible by vehicle. It is all the way on the other side of the island. See map. You can park right next to the beach. This beach is not as busy as Flamenco Beach but because it is easy to get to, there is still a decent amount of people and even families. You just have to use your judgment. I have seen a good number of people go nude here and as open as entire families naked right out in the open. (They were also European) They don't think twice about being naked at a beach. Gotta love them!
There are many other very secluded beaches that are hard to get to where you can literally take all your clothes off for the entire day and very possibly never see another human the whole day. Word of caution about doing that alone. Remember, you are alone and no one is around to help you when you trip and break a leg or worse, go out in the ocean and get caught in the undertow which is pretty strong at any of the north side beaches.
One more quick note: MEN, wear your shirt at all times in town. It is considered very rude to go shirtless on Culebra and I think you can even get a ticket for doing so but not really sure about that.
