Biking is probably not feasible. My husband and I are very fit and we made the mistake of biking. The road conditions are terrible and island traffic is not very courteous to bikers. The heat is on the island itself is comparable to south Florida type heat.
Villa Boheme and Villa Fulladoza are your best bets for around $100. Just be prepared for the roosters. Any accomodation near Dewey will have roosters crowing around 6AM. I would strongly consider camping. I would also rent a car, buy supplies at the Fajardo Walmart and take the ferry. PR as an island has plenty of things to do on Interstate 3 from SJU to Fajardo (El Yunque, glow lakes, Luquillo beach, golf....)
Carlos Rosario beach is a great beach for snorkeling. There are no signs for it. You walk through an unfenced area behind a parking lot near Flamenco beach. Zoni beach also has great snorkeling.
