Brian, it's definitely all relative. In Ft Lauderdale and Daytona, the beaches can get far more crowded, but they also have thousands of hotel rooms to accommodate the overflow.
Culebra could NEVER get that crowded simply because there's a limit to how many people can be brought over there by ferries and planes.
For many of us who love Culebra, "getting away from it all" means going when Flamenco might have 20 people on it. Like I said, it's all relative!
If you have a room reserved, you will love Culebra no matter how "crowded" it is. Even at it's most crowded, you can easily get to a beach that has almost no one on it... such as hiking over the hill from Flamenco to Carlos Rosario.
I was just trying to encourage you to not make the trip without knowing you'll have a place to stay. If you go midweek you'll probably be fine without a reservation, but it's a risk. And weekends in high season are a big risk.
