The crowded times on Culebra pretty much matche other "beachy" locations like Fort Lauderdale, Daytona, etc.: Holiday weekends, spring break, Easter, Thanksgiving, New Year's, etc.
Summer tends not to be QUITE as crowded as spring.
The best times to go if you want no crowds are Sept through early December (except for holidays).
Other than the fall, Culebra is a BAD choice for "seat of your pants" travel. There just aren't that many lodging facilities on the island, so there isn't much of a safety margin. You might easily find yourself without an available place to stay.
