Scooters + Ferry Information!

I am planning to go to culebra island on Friday. I am planning to rent a scooter to go arounf places. Can someone tell me if it is pretty safe to do so, or what is the best approach on that.

Also, any suggestion on where to stay will be appreciated, and does anybody know the ferry departure times, fees etc...
