We stayed uphill from Club Seabourne and could see it from our rental, Casa Del Sol. There was very loud music some nights. My daughter jogged into town from where we stayed. The view from CS should be the same breathtaking view we had of Ensanada Honda and Fulladoza Bay, but we were lots higher up. The grounds at CS looked nice, as did the pool area. We never ate there. We were told the food was good, but pricey. Personally, I would not go to Culebra without renting a car at least part of the time. The only beach you can get public transportation to and that is from town, is Flamenco and from there you can hike to Carlos Rosario. You will miss several lovely beaches if you do not have a car.
