Same thing. The first weeks of November is equally great. As are the first weeks of December.

The weather and temperatures are remarkably consistent in Culebra year round. You can't go wrong any time of year. I just recommend Sept, Oct, first half Nov and first half Dec because of minimal crowds.

Most people just don't travel much during those periods.
