Flamenco usually has food vendors which make many dishes close to the parking lot. They seem like they would be pretty good, at least the smell was inticing, but I cant speak from experience because we always made our lunch and brought it on the beach. Groceries are a bit expensive, but not ridiculous, so if bringing is an option that might be a good one. Flamenco is a good ways away from town so walking with a 2 yr old is prolly not an option. The publico seems to be a pain in the rear but again I cant say from experience but from what I've heard its unreliable. We rented a VW thing and it was nice to be able to come and go as you please. I know that Flamenco seems to be the main reason people come to Culebra but to be honest if you do not rent a car you are limiting yourself to just that area and there is PLENTY more to see if you venture around on your own. You could possibly rent it for a couple of days and not the whole time and check out the other beaches..definitely worth the little extra $$.
