2 - The hotel confirmation warns that taxis may not take me all the way to CBR because the roads are 'rustic' What do I do if that happens? WHAT??? There are always taxis waiting at the ferry dock and 99.9% of them are hauling people out to Flamenco Beach. I can't imagine that any one of them wouldn't drop you at CBR - it's right there! I can see taxis not wanting to come get you on demand, but taking you there is not a problem. To get back into town, just walk over to the beach area at a peak taxi time (30 mins. to 1 1/2 hours before the ferry is scheduled) and you will have no problem getting to town.
3 - Does a young woman traveling alone encounter any 'besides-the-obvious' safety concerns in Culebra? Nope - safer than safe. Although I don't travel alone, my husband is a night owl, and I often travel alone at night on foot to get back to our lodging. Never had any problems; never been frightened.
